Discourse permissions

Trust Level 4 (TL4) users—also known as “Leaders”—have extensive community privileges, but they do not have access to the full moderation review queue or complete flag-handling capabilities by default.

Key Points:

  • TL4 users can view the content of hidden/flagged posts and their flags (source), but they cannot access the full “Flagged Posts” review queue or clear/manage all flags. Only moderators and admins have these moderation tools.
  • There have been requests for TL4 users to be able to help process flags or access the moderation queue, but as of the latest information, this is not possible without making a user a moderator. See discussion here: TL4 access to Flagged Topics admin list.
  • Some flexibility may be achieved with “Category Group Review Moderators,” which allow approved group members to help staff manage flags in specific categories without full moderator permissions. See: Category Group Review Moderation.

Summary Table (from Trust Level Permissions Reference):

Permission TL4 Moderator
View content of hidden flagged posts
Review posts and flags

So, TL4 can:

  • See flagged content.
  • Help auto-hide spam and quickly flag problematic posts.
  • But TL4 cannot process flags or access the full moderation review queue.

If you need more specific flag management from non-moderator users, consider using category group moderators as described above.
