Personal opinion: if you’re not in the academic circle, for example if you’re a high school teacher, buying a paper doesn’t seem unreasonable; everyone knows I’m not doing academic work, and the fact that high school teachers have to publish papers to get a title should be blamed on the system, I don’t need academic ethics.
If you’re a serious academic, such as a PhD/university professor, you need to be rigorous in dealing with academia.
