I previously used a resonant speaker to deal with the upstairs, connecting it to a computer with remote software—can’t say it wasn’t satisfying. The property management and police came but couldn’t figure out what was happening, and eventually the upstairs moved out.
Roommates like this are a hassle; you can only move out yourself, or be even noisier than them.
